Can your list, "no junk, paper, milk jugs, clays, no glass", be re-written "paper, milk jugs, clays are OK; no junk or glass"? Okay, I'm being a stickler for list construction, but clarity is good.

Clarity is good. More coffee would have helped. Yes, "paper, milk jugs, or clays are OK; no junk or glass allowed" is how it should have read. At the range, steel targets are allowed as well, and we have bowling pins too. In general, as long as it doesn't leave a mess or create a hazard, it's probably OK.
